The fair use rule can apply in genuine cases of commentary, criticism, parody, education, or reporting. But because of the way YouTubes Content ID system works, there is a high chance the clip will be flagged and you will therefore have to dispute any decisions. In reality this becomes a high risk strategy that could effect your content scheduling as well as monetisation. It is often best to contact the rights holder via email in advance to ask permission to use a clip.
